
Announcement 12
In addition to the Chinese government’s to the previously detailed Announcement 53, a new policy has been set in place and due to be implemented starting April 26,2020.
The new policy declared as Announcement 12 is to further support Announcement 53 with efforts of exporting medical and non-medical use masks worldwide. In addition to supplying customs with a letter of intent to import medical supplies (both medical and non-medical use), Announcement 12 states two declaration documents must now be supplied with the shipment to prevent goods that are note placed on their “disqualified non-medical use face masks and manufactures” as set forth by the Chinese government.
According the Announcement 12’s Annex 1, the first document Joint Declaration of the Exporter and the Importer, is a “sworn by” statement confirming that the non-medical face masks being imported are compliant with the quality standards of China OR compliant with the standards of another foreign country prior to import. Annex 1 also states that these imported non-medical masks are not to be used for medical purposes and any third party will be warned against using them for medical purposes. Liabilities such as losses caused by misuse, maintenance, etc. are being waived by exporter/producer of the goods.
